D . Proposition de réponse Doc A (2 p61) , is both a cartoon drawn by Andrzej Krauze published in the Guardian in 2020. It shows Harry and Meghan and their baby leaving the UK through a back door and about to sail to Canada, while the United Kingdom is itself leaving the European Union and an audio which highlights the importance of the Royals for the country in the light of both Megxit and Brexit. Doc B (3 page 61) is an article that appeared in Politico. It was written by Emilio Casalicchio and dates back to September 2019.The journalist comments on the Queen’s powers, the reactions generated when she shut down Parliament at Boris Johnson’s request, and the need to having a written constitution. Doc C (1 page 62) is an article published in the Guardian in October 2019 by George Motbiot in which the journalist invites the reader to think about the real representation of British citizens within the institutions. We will explain what the three documents show about the British people’s relations to their institutions with a specific focus on parliamentary monarchy, democracy and the notion of representation The three documents show that Megxit and Brexit in the UK are two institutional crisis that disrupted British politics and raised issues within traditional institutions in the UK. More and more citizens are indeed questioning the very way these institutions are working, from Harry and Meghan’s decision to move to Canada and abandon their royal duties in Doc A to Brexit, which has launched a debate on the “definition” of democracy as pointed in Doc B and C. TO begin with, Britain is a parliamentary monarchy. Despite the controversy created by the Queen’s agreement to shut down Parliament at Boris Johnson’s request, the majority of Britons remain in favor of their Royal Family. Indeed, as shown in Doc B, although the Queen while she is officially Head of state, has no real political prerogative she and the royal Family are seen as a morale booster and a sign of stability This is especially true at a time of political instability, Some people consider them as an extension of their own family. Moreover, the Royal Family also plays a huge role in the country’s economy, therefore many people don’t question the monarchy itself nor consider it as drawback to British democracy. However, many consider the Queen’s role unclear as there is no written constitution and are calling for a Constitution. Doc C points that the institutions had “promised the people sovereignty “post Brexit but it never happened. Indeed, “Boris Johnson government has sought to trick, ignore…. Parliament”. In writing “I do not want to abandon representative democracy, I want to see it balanced by popular sovereignty”, the journalist is pointing the lack of genuine representation in today’s democracy and is advocating a more “popular sovereignty” or a participative democracy. That would involve more decision-making on part of citizens and therefore a better representation. To conclude the 3 documents, show that both crises sparked an institutional turmoil and lead the Britons to questioning long British traditions, the fact that there is no written Constitution or the present system of citizens’ representation. As for the Royals ’roles and especially the Queens’s while some of her prerogatives are questioned, the British monarchy is seen as a strong and reassuring institution.
